A century ago, Sept. 17, 1922, was an ordinary day in Berkeley. It was a Sunday with mild winds, morning fog and fair weather in the afternoon. That week, local elected officials had discussed the possibility of having a ballot measure in November to create a public water district in the East Bay. Downtown merchants were concerned about newly instituted parallel parking in the commercial area and advocated for return of diagonal parking. The local YMCAs — the city and university branches — started a $75,000 fundraising campaign, and the Berkeley Daily Gazette reported 'local building continues (to be) brisk' with building or remodeling permits being taken out for numerous structures.
